Health IT Interoperability Solutions
Our work covers the full spectrum of health standards adoption, from the identification of health standards requirements, to the development of standards and standards profiles by Standards Development Organizations (SDO) and Standards Related Organizations (SRO), to the implementation and utilization of open-source standards by development project teams to help foster semantic interoperability with federal and civilian stakeholders.
BookZurman engages with SDOs and SROs to identify existing standards/profiles available for use, assesses health standards gaps, improves existing standards/profiles, and develops new standards/profiles to meet the evolving needs of the rapidly changing healthcare environment.
Our team gathers information about industry-wide healthcare information technology trends and initiatives and identifies related health standards requirements. We actively participate in and have established leadership roles within various SDOs/SROs to engage, influence, and become early-adopters of emerging health standards/profiles. The team reviews and makes recommendations on artifacts produced by various health standards organizations and other federal health service entities to ensure that our customer’s requirements are represented and that it is compatible with the existing or future, planned state architecture.
The BookZurman team collaborates with federal government partners such as the VA, and external partners such as the National Information Exchange Model (NIEM), ONC which oversees the EHR Meaningful Use Certification Program and the Federal Health Architecture (FHA) office which oversees the Federal Health Interoperability Modeling and Standards (FHIMS) initiative. We also support open-source tooling, health information modeling and health standards architecture.

Our team also works within SDOs to produce models using unified modeling language (UML) that enables the generation and implementation of extensible mark-up language (XML) templates in support of health standards work. We promote UML-based standards development engagement within SDOs, to improve health standards development and also engage with health standards organizations to promote open-source tools and processes for standards development and implementation. One such effort produced Model Driven Health Tools (MDHT) in collaboration with our federal partners.
Some of our collaborative projects and work groups include the Virtual Lifetime Electronic Record (VLER) Health, VistA Evolution/VistA 4, the Joint Interagency Venture (JIV), the Health Architecture Interagency Group (HAIG) and Federal Health Architecture (FHA). As OIA’s liaison within these project teams and work groups, our team provides subject matter expertise and represents our customer’s interests, as it relates to health standards-based interoperability.
Expertise in three key HIT areas
Our team has a deep familiarity with both legacy and trending tools in use for healthcare today, including expertise in Fast Healthcare Interoperability Resources (FHIR®). From shareable clinical pathways to medical-device interoperability, we build and use computable models and tools to help enable the development of connected healthcare applications.
We advise on the use of several key technologies essential for effective health-information exchange, especially the use of semantic information models and the security tooling needed to validate identity and protect privacy.
We define strategy and architecture as it relates to:
- Representation of patient-specific clinical data and knowledge within health information systems.
- Technical methodologies used to process data for patient care, quality assurance and secondary uses.
- Semantic interoperability and reasoning capabilities in health records by providing expert clinical terminology consultation, development, mapping, modeling, and tooling.

- Support design and implementation of current and future strategy.
- Identify and explore capabilities needed to optimally support patient care.
Standards and interoperability
We contribute to a common interoperability framework by:
- Providing expert health standards development engagement and consultation.
